List award and incentive approval requests for the caller — either requests
awaiting their decision (state 'pending', the default) or requests they've
already decided on ('approved', 'declined', 'all'). Optionally filter by
kind: 'award' (manager-given awards), 'incentive' (self-claimed incentives),
or 'all' (the default). Supports cursor pagination — pass page_size and
optional filters on the first call; on subsequent calls pass only the
returned next_cursor — filters are encoded in the cursor and carried
forward automatically.
